The tragedy of Kaspar Hauser forms one of the most interest- 
ing episodes of modern history, nor will the question of his 
identity cease to be a subject of earnest discussion and patient 
investigation so long as the truth continues to be withheld from 
public knowledge. 
The policy of Baden in this matter has been short-sighted and 
foolish. The attempt at suppression, which was dictated by the 
first embarrassment of threatened exposure, is inexcusable in the 
present incumbent of the throne, who is, of course, entirely 
innocent of the crime of his ancestors. 
Every kingdom on earth has its State secrets founded upon 
injustice and cruelty : the perpetuation of a dynasty involves 
frequent temptation to trickery in the furnishing of an heir and 
irresponsible power makes the ruler contemptuous of the rights of 
his people, if it be for his interest to deceive them. 
It is impossible to tell what kind of a soverzign Kaspar Hauser 
would have made if he had been allowed to develop naturally
